TETRA+MCX at Ceará
The Government of the State of Ceará, through the Ceará State Information and Communication Technology Company (ETICE), aimed to implement a pioneering infrastructure project for the State Digital Critical Radiocommunications System of the Secretariat of Public Security and Social Defence (SSPDS) and its affiliated agencies.
The initiative established an integrated telecommunications system for the state’s public security forces, combining TETRA with MCX (Mission Critical Services) and public LTE networks, providing robust and reliable digital communications across the entire state. With an area of 148,000 km², comparable in size to England, and a total of 184 municipalities, Ceará faced significant challenges in providing connectivity for its public safety and emergency response services.
Before the project began, only 14 cities had a digital communications system, while most municipalities across the state operated without adequate coverage or relied on commercial applications that offered no guarantees regarding information security.
The state’s geographical scale required a solution capable of providing extensive coverage, with communications available across all 184 municipalities, including both urban and remote areas. Interoperability was also essential to enable operational integration between the Military Police, Civil Police, Fire Brigade, and other public safety agencies.
Ensuring information security was another key requirement, with communications protected against interception and critical calls prioritised. Operational continuity was equally important to maintain connectivity regardless of the agents’ location or the available infrastructure. In addition, the system needed to be scalable, allowing future expansion in line with evolving operational requirements.
