Rio de Janeiro, From Major Events to Permanent Legacy

Teltronic has been present in Rio de Janeiro since 2007, when it implemented the State Integrated Critical Radiocommunication System, SIRCE, marking the deployment of the country’s first digital multi-agency system. Since then, the TETRA NEBULA infrastructure has served as the backbone of the State’s critical communications, ensuring secure coordination between public safety forces, civil defence and essential services, supporting more than 86 agencies.

For almost two decades, the network has been successively expanded and updated to support some of the most complex events: Pan American Games (2007), the Rio+20 Conference in 2012, World Youth Day in 2013, the Confederations Cup in 2013, the FIFA World Cup in 2014, the Olympic and Paralympic Games in 2016, the Copa América tournaments in 2019 and 2021, as well as traditional events such as Rock in Rio, Carnival and the New Year’s Eve celebrations in Copacabana.

The model adopted made it possible to turn temporary events into a lasting legacy. All the infrastructure deployed to meet the demands of these events was reused and integrated into the permanent system, continuously expanding the capacity of the state-wide network.

The State Integrated Critical Radiocommunication System of Rio de Janeiro has become a national and international benchmark in mission-critical communications. Its almost two-decade trajectory supporting major international events has enabled the infrastructure to reach high levels of maturity, resilience and reliability.

The strategy of transforming temporary event infrastructure into a permanent legacy has proven highly effective from both an operational and economic perspective.

The experience accumulated in Rio de Janeiro provides a reference for other cities preparing to host major international events. Early planning, multi-agency integration, an adaptable architecture and a long-term vision capable of turning temporary investments into permanent infrastructure are principles that have proven essential to the success of the project.
