RESCAN Celebrates 15 Years as a Key Infrastructure for Canary Islands’ Security and Presents Its Vision for the Future

The Canary Islands Emergency and Security Network (RESCAN) is celebrating its 15th anniversary in Tenerife with an event that highlights its trajectory as a key tool in the coordination and management of emergencies across the archipelago. The event, which will take place tomorrow in Las Palmas de Gran Canaria, also serves to introduce the network to potential new users and to present the technological development plans for the coming years.

The event featured the participation of the Director General of Digital Transformation of the Government of the Canary Islands, Guadalupe González, who opened the session by emphasizing the pioneering nature of the network and its level of deployment across the region. “This network is essential in daily operations, but crucial in emergencies — without it, it would not have been possible to manage critical incidents like the La Palma volcano eruption,” González stated.

The Director General has stated that efforts will continue to expand the network and has set two major goals for the coming years: to incorporate hospitals and other critical facilities such as nursing homes into the RESCAN system, and to increase the fleet of mobile units from the current two to a total of seven—one for each island.

Since its launch, RESCAN has seen sustained growth, positioning itself as one of the most advanced networks in the country. Deployed and maintained by Teltronic and Técnicas Competitivas, the network currently serves more than 10,000 users, connects 135 organizations, and operates over 150 base stations, providing coverage to 98% of the populated areas of the Canary Islands and managing an average of 2.5 million calls per month.

The presentations began with José Damián, Head of the Telecommunications Section of the Government of the Canary Islands, and Alberto Rodríguez, RESCAN Manager, who explained the network’s features, placing special emphasis on its mission-critical design and functionalities compared to commercial operator networks.

Meanwhile, Raquel Frisa, Product Management Director at Teltronic, focused her presentation on how broadband technologies will enable a digital transformation in emergency and public safety management. “Sensorization (thermal, air quality, seismic, etc.), smart video, drones… these are technologies already in use, but they need to be integrated into the emergency management process, and in this regard, private broadband networks are the tool to aggregate and centralize all this information,” explained Frisa, noting that all these innovations must prioritize the end user.

This year, two Brazilian specialists were invited to share their experiences with public safety networks in Rio de Janeiro and Salvador de Bahia, providing a comparative perspective on the challenges and opportunities of such infrastructures in environments that share certain characteristics with the Canary Islands, such as the importance of tourism and hosting large-scale events.

Finally, the event was closed by Noemí González, Director of the Canary Emergency Service, who gave a practical demonstration of how they use RESCAN’s TETRA network, describing it as essential to their operations.

In addition to celebrating its achievements, the 15th anniversary event reaffirmed RESCAN’s role as a strategic infrastructure serving citizens and as a platform undergoing continuous technological and organizational evolution to meet the needs of public safety, emergency response, civil protection, and essential services.
